I think it would help if you communicated with your neighbors through Facebook or Nextdoor or even in person. See if they are having the same problems. If so, then that saves you from having to troubleshoot your wiring. If not, can you explain how the coaxial gets from the street to the room the modem is in? Does your apartment have a room where all the coaxial come together?
i used to do tier 2 for comcast and i could literally open up a map of the whole area and see everyones signals reported by every modem. so i know cox has the same ability since all they know how to do is mimic bigger better companies. comcast eventually took this function away because like most corporations, transparency is second to profit.

If you used to work Tier 2, I am sure you know how bad Tier 1 can be. The app you are talking about is called Edgehealth with Cox and very few Tier 2 reps. have access to it. You will need someone at the engineer level to look at that level.
