Outlook Express

Why does Oulook Express no longer work with cox e-mail?  It stopped around June 2019.  I can send but not receive.

I get the following:

Your server has unexpectedly terminated the connection. Possible causes for this include server problems, network problems, or a long period of inactivity. Account: 'rdankwort', Server: 'pop.cox.net', Protocol: POP3, Port: 995, Secure(SSL): Yes, Error Number: 0x800CCC0F
