Internet installation encroaching dangerously on my yard installation

Cox installed internet yesterday at my neighbor's house and for some reason left it above ground and then wove it though our shared fence so it is above ground in my yard where children and pets have easy, and dangerous, access to the cable.  How do I get Cox to fix this and put it solely in my neighbor's yard.  There is no physical need for this to be encroaching on my yard.  I was given no notice they would do this.  It seems particularly dangerous to children and pets and unsafe to be above ground like this.

Sometimes, if a temporary cable is required, it is installed above ground. To put underground requires an underground site survey for underground utilities/installations, and in some areas a permit. There is no electrical current involved in a cable, the center wire carries an RF signal, much like the antenna wire in your car.

Yes, perhaps - but it SHOULD NOT be in MY yard at all - there was no reason for them to do this.  

And, just to close the loop - Cox extended empty platitudes.  They won't fix their screw up and intend to leave this in my yard with absolutely no representation as to how long this will take and no effort to fix what their contractor did.  Nice way to treat a decades long customer....IMO.

@maddiepete​ If it's in the last 2 ft of your yard to the property line, and Cox has a stationary box there, that area is considered a Utility Easement, and they absolutely CAN have a cable there temporarily above ground until they have the proper permits and survey to bury the cable. I KNOW all about this, as I have both a Cox Utility box, as well as a Verizon Phone and Fiber box as well for utility easements.
