email, internet, phone down in Mesa, 3 times today, zip 85203

What is going on in Mesa today?  zip code 85203?  Have had 3 outages today........early a.m., then around noon, and now at 7 pm.  I just spoke with Russell at Cox Tech Support and he said there is a known outage currently in our area, but he could not give me any specifics.   On line outage notice does show on Cox, and says the problem is being worked on and should have a fix by 9 pm this evening.   

On every outage today...........everything goes down (except tv still works), but internet access, email, and phone goes down.  Eventually comes back up after some time.

Can someone here with Cox give us a bit more info on what has and is happening today, other than just "it's a known outage".

What is happening, technically speaking, please shed some light!?  Thanks!
