i upgraded to the premier tier and my download speed is better but still not what is promised and the upload speed is now slower?

I'm not quite sure how this happened but you're modem isn't capable of reaching the new Premier speeds.  You'll need to upgrade to a DOCSIS 3.0 model.  Here's a list of modems approved for use on Cox.  Any 3.0 model is sufficient however you'll better future proof yourself selecting one of the models recommended for Ultimate Tier:
