UEI URC-8820-Cisco Remote
The UEI URC-8820-Cisco remote provided by Cox seems to be one of the few Cox-provided with no extensive User Guide... only device codes and VERY rudimentary programming information.
Three questions:
(1) Does there exist a complete User Guide somewhere that shows how to macro program this remote?
(2) Or is this remote neutered, and incapable of being macro-programmed?
(3) Alternately, Does there exist an after-market remote with such capabilities that will work with the Cisco 8642HDC set-top-box?

Althought it is outside the scope of our support there are other after market universal remotes that will work with set top boxes provided by us. The Logictech Harmony series of universal remote controls comes to mind but there may be others that work just as well.

I read the answer and it is unacceptable. Does a User Guide exist for the URC-8820-CISCO remote that can be posted to the COX website. The limited information currently there is appalling.
This is a yes or no question.

I'm not sure exactly if this is what you're looking for but here's a few more articles we have for that remote:

Indeed, an unacceptable answer. I don't know why it is so difficult for the moderator to understand that, on an HDMI system, you don't want ALL-ON, you want maybe STB, TV and AUX, but not DVD at the same time... you get an HDMI conflict.
UEI, manufacturer of Cox' URC-8820, offers an original URC-8820 with such programming capability. But it lacks the button conveniences of Cox' version.
My suspicion is that Cox' version is neutered in regard to programming capability... but the moderator will never admit it. And that is why a complete User Guide has never been posted to the Cox website.

There is a simple solution that I use that prevents the DVD from being included when you press the Power button on the 8820 remote for 2 or more seconds.
On Remote:
1) Press DVD button
2) Press and hold MUTE and SELECT buttons until DVD button blinks twice
3) Press 0 (zero) button 4 times. DVD button will flash once for each press and a final flash
Test Change:
1) Press Power button. DVD will not toggle on/off state.
2) Press CABLE button
3) Press POWER button and hold for two seconds. DVD should not change its power state.
When you want to control DVD use the remote that came with it.
Update: You can also clear a device key with the instructions here http://www.urcsupport.com/html.php?page_id=639 .

Universal Electronics, the URC-8820BC1 remote's manufacturer, provides web pages with instructions and videos on programming the Cox 8820 and a link to the User's Guide at http://www.urcsupport.com/html.php?page_id=761. If you are interested in what's inside you can see the innards here http://www.hifi-remote.com/forums/viewtopic.php?t=13773 by scrolling down to the third from last post on the page.
There is hardware and software that can be used to program JP1 type remotes programmatically. The Cox 8820 is actually a JP2.1 remote which has 5 connector holes on the bottom. The older JP1 connectors were 6 pins in the battery compartment. I posted my experiences with the Cox 8820 remote here http://www.hifi-remote.com/forums/viewtopic.php?t=13670&postdays=0&postorder=asc&&start=75&sid=274dc8ad4188c3cff31ef2c980d10158 in third post on page.
Caution: There is an old JP1 remote that shares the 8820 or 8820n designation with the new Cox 8820 remote. The Cox remote has a sticker with URC-8820BC1 in the battery compartment and is known by that in non-Cox forums.
