Can you describe better how you have everything connected? There should be only one device connected to the modem at any given time but the modem looks as though that may not be the case.

+1 for a layout of the equipment and how you have it connected; modem, router, UTA-200, etc.
I would also check the firewall settings on what ever router you using and make sure IPsec passthrough is enabled.
Also, describe the symptoms you're having. Does it work at all? Intermittent? Choppy sound?
Last, I what are you using to measure your QoS? And are you measuring upload or download QoS? Many times speedboost can play havoc on QoS tests because of the way speedboost works.

What model modem do you have?
Any problems with internet service when connected through the UTA-200? Slow? Problems streaming? Does things like Skype work?
My guess is you have a gateway and not a modem and your having some NAT issue. A QoS issue wouldn't stop it from connecting all together. Sounds like the T-Mobile tech is guess. What does the blue light represent? Lack of IP? Gateway? T-Mobile should be able to tell you this.
