Steam game server
I use to have century link and i hosted a private counter strike 1.6 gaming server for my brother, my friends, and I to play on. Now that I've moved to cox (better speed) I was hoping to be able to host it again at these better speeds. However, I'm finding that the ports it uses are being blocked (tcp/udp ports 1200, 26900, 27015, and 27016) Is this blocked by the isp on purpose or did i mess up when setting up the port forwarding on my router? Also, if it is blocked on purpose, is there anyway I can request for them to be unblocked?
Playing on this server is really the only way I get to spend any time with my brother in seattle, we would really appreciate it if you could help up out on this.

Those ports are not listed as blocked by Cox. It is possible port forwarding is messed up. You can always put the server in a DMZ if your router supports it. What modem & router are you using? If you are using a Cox supplied gateway, port forwarding may be disabled.

I am using a motorola surboard sb5101 for the modem and a netgear n300 as the wireless router and hub. I have forwarded all of the ports on the router directing them to the server. I can access the servers vnc connection from an outside computer however nobody can access the server. I'm running the same setup and configs as I was when i had centurylink and everything worked fine then.

As a test, can you directly connect the server to the modem, this will either point to Cox blocking one or more required ports or an issue with the router / port forwarding. Power off the modem & server, connect, power on the modem & wait for it to boot, then boot the server, test. Again, just as a test to see if it works, definitely don't leave it like this. If you can connect with the server direct to the modem, you can add back the router but put the server in the DMZ. It's all about isolating the problem.
On another note, that's some pretty old equipment. The modem in DOCSIS 2, it won't support any plan over 15 Mbps.

Can you copy/paste your port forwarding rules or show a screenshot? Make sure you have DHCP reservations for the servers MAC address or you have the server set with a static IP outside the routers DHCP range.
Next, can you connect to the server from your own network?
Also, have you tried connecting the server direct to the modem and see if you can access it then? This would isolate a networking problem and a problem with the server.
Finally, even if it's not related to your problem, I would also suggest upgrading the modem. Being stuck on one upstream channel can cause problems with congestion that can effect the server's performance. Even a older 4x4 DOCSIS 3.0 modem like the DPC3010 would help.

Yes I can connect to the server through my own network. I know that the modem is old, its actually my brothers old one from when he had cox. I currently don't have the funds to update my modem but i will update it eventually, but since i only have the lowest internet available through cox right now (15 down/ 2 up) I figured it would work for now. At this point I'm pretty sure that's what's wrong, since I've already tried to run it directly to the modem.

My guess is it is related to Steam server being hammered by the holiday sales. Its been slow for a while and some parts went down yesterday. See story here.
