SMTP Port 25
I have been on the phone with cox for over an hour. They keep telling me they need to transfer me to help. Eventually, they just hang up or transfer me to another menu.
AT&T Unblocked port 25 for me in about 10 minutes; 8 minutes with Tier 1 support + 2 minutes, including testing, with a guy from a higher tier support.
How do I get Cox to unblock port 25?
I am writing some software that needs to communicate over port 25.

Short answer: Cox will not unblock this port for you.
Here is the official Cox page on their blocked ports and the reasons they're blocked. Ports Blocked. You would have to order Business-class internet from Cox to have no restrictions on ports, they won't change their residential service for you.
