smaller picture on digital channels

I've recently noticed a much smaller  picture on standard channels as compared to hd channels.  The picture on my second tv that does not have a digital box has a full screen picture.  Not all channels have a hd choice.  Any ideas, the picture is a good 3 inches smaller on all sides.

Look up Aspect Ratio, and the difference between SD 4:3 and HD 16:9

Standard Definition is only 4:3 and will not fill the screen of an HDTV unless the HDTV (or STB) is set to a mode that Zooms or Stretches the picture. When the HDTV and the STB is set to the native resolution mode the picture will be 4:3 which is it's intended resolution or size.

Standard Definition content can either be 4:3 Full screen, (top to bottom, with black bars on the side) or it can also be Widescreen 4:3 (with black bars on top and bottom).  SDTV has to fit within the confines of the old tube CRT TVs.

High Definition is 16:9 which does fill the entire screen in native mode.
