Slow upload speeds

I periodically test my speeds on speedtest.net and tonight I've noticed my uploads were quite low for having the Ultimate Package.

I tested my connection on the Cox page and I get advertised results. I have done a power cycle on my gateway 3 times and the results don't change. I usually get advertised results on speedtest.net, but today has been bad. I've even talked with a tier 2 tech and the only thing he told me was it could be the servers that speedtest uses. I find this hard to believe since I've tested multiple servers on the site, and I'm getting dropped frames due to slow uploads when streaming to twitch.tv, which I've been able to stream fine before.
