They are not the same thing. The 1st one is for the federal government. The 2nd one is what long-distance companies pay to use a local company's network.

You said the Carrier Cost Recovery Fee is for the federal government. I checked the FCC website and cannot find the Carrier Cost Recovery Fee. What is the federal name for this cost??

The Carrier Cost Recovery Fee (CCRF) is not a tax or fee assessed by a government agency. This fee helps defray the costs associated with billing calls via local exchange carriers, providing state-to-state and international long distance services, as well as costs incurred in complying with government-imposed services. For example, Cox may incur charges for administering services such as the Telecommunications Relay Service, Local Number Portability, and the North American Numbering Plan. There are also additional indirect costs associated with administering and complying with FCC programs and proceedings. The FCC allows local telephone companies to bill customers for a portion of these costs.
