Page loads hang
When I enter a website address initially the loading hangs for about two seconds. After it hangs the pages loads quickly.
When I do a speed test I am getting 59 mbps and video streaming is solid so I do not believe it has anything to do with the Cox internet connection.
I tested for viruses and did not find anything.
The other two computer in our network do not have this issue.

Has this problem always occured on the one computer? If not, when did it start?
Does it happen on all websites? Even the ones that stream alright, like youtube.com?
Have you tried another browser. Also, I suggest deleting your cookies and temporary files.
Finally, can you think of anything different between the 2 good computers and the problem computer? Wired vs wireless? Different operating system? Different Antivirus?

Something else to add that may or not may be helpful.
When pressing enter to load a page a lot of times the "about:blank" message will appear in the URL field for about half a second.

Does the problem occur only when copy/pasting or typing in the link? Or even using hyperlinks?
Also, do you have another browser you can try for testing purposes? This would rule out DNS issues and would give partial evidence that it wasn't a AV or malware issue. Chrome is particularly useful because you can use the address as a search bar too, without any of those annoying redirects.

Can you think of anything that happened a month ago? Antivirus update? New program?
Also, did you do a virus/malware scan with something other then your main antivirus? In researching the problem, im seeing many similar problems being caused by malware, and if it got on your computer, chances are your current AV won't be able to detect it. Malwarebytes is a very good free tool, if you haven't used it already. Here is a thread on their forum that goes into detail.
