Outage in Tucson?

Happy to see this community and happy to see it appears to be staffed.  My question... since last night I've had slow FTP connections and today it appears to have got worse.  I can barley clear 20KiB/s on transfers and now my HTTP browsing is really slow.  This is the same on multiple computers.  I've tried resetting my router but nothing has changed.  I pay for the top tier package with the largest bandwidth and speeds... Any thoughts?
