Internet connection issues

The modem is a Docsis 3 Cisco DPC3010 with firmware d3000-v302r125533-120716a-COX.

The current behavior that our internet has been displaying has occured between two different routers. In both cases, all lights, including internet, lan, and wireless are all displaying normally.

in all cases, the network connection has frequent packet loss when pinging various web addresses. This behavior occurs on wireless connection and on gigabit lan. (multiple cables and ports on the router have been attempted, across 3 different pcs).

Generally, about %2 packet loss occurs, with upwards of %5 being lost. This generally does not effect youtube, but does dramatically affect online gaming, music streaming, skype, and sites like livestream.com/twitch.tv

Attempts of powering off both the modem and router for upwards of 30 seconds have rendered no effect.

Packet loss occurs even when no other computer is connected, and no data is being download beyond the ping test.

Are there certain times when you see it worse than others? Pinging your modem right now, we're not seeing any packet loss or unusual delays.

It's usually late nights when we notice it the most. That's when we are off work and using the internet it ways that the connection stuttering is noticeable and troublesome.

When it starts happening we've plugged a computer directly to the modem and reset everything and we were still losing packets.
