just started getting this message today none of my tvs are working and my internet has fully stopped also

Sounds like you have a signal problem in your house. Error IA09 has something to do with signal tilt, which is kind of like the constancy of signal. 

Do you have any TV without boxes that did work and no longer work? If so, sounds like either a outage a you need a technician. If not, could be a signal issue in your house. Do you have any cable signal amplifiers in the house, or has been any changes? Construction? Electrician over? Etc?

No my neighbor in the duplex beside mine had cox out yesterday and every since then my service has been kinda slow then today it went out compleatly and all my tvs have boxes on them

Call up and ask for a technician under the heading of "Disco in error" which should get someone out to you in a hurry. Sounds like the technician didn't know you and the owner next door wire's connect, so probably took some(all?) your signal to fix your neighbors problem. Either that or he messed something up. I think you need a technician though either-way.

Try calling them up (Support 24/7 Techs roll at 9AM) or emailing cox.help@cox.com with your account info and link to this thread. Or just wait for a moderator to show up. I could be wrong after all.
