I am not getting the speeds I am paying for!

So as I mentioned in the title I am not getting the "108 Mbps and 11 Mbps" that the cox speed test is showing. I have a Motorola surfboard sbg6782-ac so I don't believe that the modem/router is the problem. You may wonder how I know I'm not getting the speed that I am PAYING for and that is because of this site testmy.net. It has many explanations of why certain internet tests aren't completely true. Secondly I have been trying to stream on Twitch.tv and the quality is based off of upload and computer hardware. When doing this you need  to set a max bit rate setting which is based off of your upload, and if I were to go by what cox is saying, 10Mbps, I should be able to put that setting on the max. But guess what, I can't. It can only work when the setting is at 1000kb/s which means I am only getting about 1Mbps - 1.5Mbps. Also if you use the speed test that I posted above you will see that(might not be for all) your download is about half of what the cox speed test says. While yes there is some variables that will make it so that you don't get 100% of what you pay, 50% seems a little ridiculous. So I am posting to see if others might have this problem and have found a solution or if cox will hopefully give me what I am paying for.

Oh and I have hard wired to my router/modem.

Many folks unfortunately are reporting similar experience with Twitch like yourself without explanation.  So far most of those have found no problems with the Internet connection suggesting something else is going on perhaps not related to Internet speed at all.  Are you able to try testing your speeds to other sites and see what results you get?

Ok when streaming to youtube I can hold a max bitrate of 3500 kb/s. Just tried twitch again and have the same with little fluctuation. 

Edit: I don't know if cox changed something but testmy.net is now showing me with 5.3Mbps so it is getting better.

Edit: Welp it is back to 1.5Mbps so I don't know what is wrong with it.

So now I will sometimes get close to the 10Mbps though I haven't done anything different. I am probably going to call and see what they say tomorrow if it hasn't been fixed.

I think it might help to explain what exactly your paying for when buying service from a ISP. Think of them as your local street repair crew. Their job is to make sure the drive from your house to outside the city is smooth and fast. In this case, the city is Cox's network, and the roads are the internet connections that make up the world wide web. Cox can only assure you are getting speeds inside their network. The internet is made up of tons of network, tied together by different bandwidth providers. Twitch is a very popular video site, so you get a lot of traffic. There isn't much Cox can do about this.

With that said, you CAN make sure the connection INSIDE Cox is good. Twitch firewalls their connection, so you can't see anything past them, but you can atleast see the connection to them is good. See below for my tracert for comparsion. See here on how to run a tracert.

My tracert seems relatively the same. Although right now I have been able to stream to twitch in 720p and 1080p pretty consistently for 3 or so hours, hopefully it will stay this way. I really don't know why my upload was staying a 1.5Mbps for a majority of the day (It happens pretty frequently during some days).

Here are some tests you can use to look at your throughput. If you are only getting slow upload to twitch, it is probably congestion with Twitch itself. There has been several posts on this forum and many others. Also see here.

Cox Speed Test: Flash based. Useful to see what your getting on Cox network.

DSLReports Speed Test: HTML5 based. Shows bufferboat, which is a mix of QoS and jitter. 

Visualware Speed Test: Java based. Does not work with Chrome. Gives a break down and analysis of results. 

Speedtest.net: Flash based. Not very accurate but good for finding bottlenecks with routing to certain states. 

Pingtest.net: Flash based. Good for seeing latency and jitter. Need updated Java for packet test.

Speedof.me: HTML5 based. Good for tablets and other low CPU devices. Also keeps track of your different tests.

Ok, I will test those when I get back from class but it wasn't that it was just a slow upload to twitch it was a slow upload to everything. For example my upload right now 10:20am is 2Mbps when last night it was around 8-10Mbps (acourding to testmy.net) and I can't hold a suitable upload to stream to either youtube or twitch. So I am wondering what is causing this fluctuation. And for right now my guess is that it is on Cox's end whether they have to many customers in the area or maybe it is on my side. But I will test those sites to see any differences after my classes.

Speed tests (since I have been using testmy.net to test my actual upload I will post what I get at the time of doing all the tests)

Cox Test:    118.39Mbps Down  12.69Mbps Up || testmy.net(right after test to the left): 40.1 Mbps Down  7.7Mbps Up

DSL Test:    114.6Mbps Down 10.07Mbps Up(bufferbloat jumped to around 80ms at a time of upload test) ||  testmy.net(right after test to the left): 42.5 Mbps Down  6.4Mbps Up

Sadly these test were all taken when my internet is providing closer to what my plan says(Though 50 out of 100Mbps seems low). It would have been nice to see what these tests show when I was getting bad upload. Hopefully it will continuously get better. Please say something if a test shows something important that could be causing it. I'm pretty confident about my router/modem but will be checking again that it is able to handle it.

Based on that data you've posted it would appear testmy.net is the problem assuming those result really were done back to back.

Well I remember when testmy.net would say that I have 1.2Mbps and cox.com and speedtest and others would say I would have 10Mbps but I would only be able to upload(stream) to youtube and twitch with a max bit rate of below 1000kb/s when if I actually had 10Mbps I would be able to stream with a max bitrate of 3500+ kb/s. And I know that testmy.net is not 100% accurate but I feel like it represents the speeds that I get a majority of the time(it fluctuates), instead of the tests that always show 100Mbps down and 10Mbps up even if I can't get a download of a game to hit that 12.5MB/s(100Mbps) or close to it. Though I haven't been home and will not be home tomorrow to see if my upload goes down to 1.5Mbps at a time in the day. But I was able to stream for 3hrs last night and I came home to it being at like 8-9Mbps. So hopefully cox changed something so that it will stay consistent.

For example right now SpeedTest and Cox speed test show me get 12Mbps  while testmy.net is showing 1.6Mbps. So to check which is correct I tried streaming to youtube and twich(not at the same time) and geuss what!!!!! I can't hold a max bit rate of 1000kb/s which is the lowest that for streaming and even with 1000 kb/s or 1500 it is not recommended to stream because you can't!

So I don't know what is causing this. And I am guessing that I am going to have to call to get the results I want (a consistent upload of at least 8Mbps. I mean I am paying for 10Mbps upload so I think as long as it is near there and somewhat consistent that it is not to much to ask for.

Keep in mind the advertised speeds are judged by the speed test results from within our network.  If the speed are showing good there the connection is considered to be working as advertised.  If there is any congestion outside of our network slowing the connection to other destinations it would be on that Internet provider to address the issue.  We only have administrative authority over our own network.

So the network is only from me to you(cox) not connecting to others or uploading to other places, ok. The thing is that the connection is fine to other places for example twitch.tv I will be able to watch and connect to other streamers perfectly fine but I can't upload at all(When my upload just gives up as many examples I have talked about).  Just a question though, how do consumers know that the speed test is not just searching your databases for my ip or router or address and seeing if there is a cox plan and then just show what it is. Just a little skeptical that when the cox speed tests says 12Mbps when I can't hold a max bitrate of 1500 kb/s which requires around 2 Mbps upload to different streaming sites(YouTube and twitch, I will test more when I can't maintain an upload). 

I don't know anymore I am just ranting at this point because I feel like cox shouldn't just be about the connection from the companies server(or whatever) to the consumers house or business. But that is my opinion and I am just typing at this point. So I will be just testing my add-ons, programs, and stuff to see if it is something. After, if I don't figure it out, I will just close this post and call(I really don't want to sit on the phone to be told to disconnect router/modem for 30 sec then put it on and wait again to be put on hold etc.) But we will see, thank you for trying to help.

I'm having similar problems, we pay for 100Mbps and are only getting at best 50. It has been like this for days. Two techs have come out and replaced the cable from the house and in side, still no change. They did say there looks to be something on the cox side or something on the poles or pedestals!? And they will have someone come out and look For some reason I don't think this will get any better. So Cox will continue to rip off customers that are paying for speeds that cox can not provide!
