How can Cox charge a 12% Overdue fee for missed bill?

So my bill is 77.99 just for internet service, which seems pretty high to me as it is... and then if you miss your payment date, they charge you an additional 12% on top of that.... I didn't know my Cox account was a Bank Credit Card..

How does Cox get away with this non-sense?
