Getting only 10% of the speed promised by Cox

I ran the online speed test from the Cox.com site and got 11mbps for both upload and download speeds.  I also checked for a modem upgrade and was told I have the best modem already.  So WHY am I not getting the 100mbps speed I'm supposed to be getting according to the Cox.com website?

What modem do you have?

Also are you connecting direct to the modem or through a router? If a router, what kind?

I am connected directly to the NetGear N450 (CG3000Dv2) modem.  When I used the "check for modem upgrade" link on the Cox website it said I already had as good a modem as I could get.  I even bought it from them.

My pc is a Toshiba Satellite 675 laptop, Win7 x64, Intel i3 Quad Core @2.4 Ghz and 4Gb RAM

Are you testing your speeds with a wireless or wired connection.  If wireless, do you know the specs for your wireless adapter?

I am connected directly to the modem with a cable and never wireless while at home.  Besides that, the modem I listed previously id's one I bought from Cox Cable and they still say is the best to have.

@Pseudalus

By chance can you try testing with a different PC if you have one to see if  you get similar results?

Sorry for the delay.

I retested the speed with the Cox speed test tool again on my usual laptop and got between 11 and 20 mps download and half that upload using Internet Explorer, Chrome, and Firefox browsers.

I ran the tests on two other laptops, one using Win7 and the other Win8.1 and got essentially  the same performance.  I'm at a loss as to what to do next.

It may be necessary to arrange for a technician to come out and troubleshoot further if none of that is working for you.
