Forwarding messages to my Windows Live Mail
Why is it that messages are not always forwarded to my Windows Live Mail software?

Could you explain what you mean? When you say "forward" do you mean your using the "Forward Button" or do you have a forwarding rule?
Also, are you doing it inside a email client like Outlook, or Cox's website webmail.cox.net?
