I can receive but not send emails using live mail. Set up Cox accounts in Live mail as per the instructions on Cox site. More than once. I've been searching the net looking for solutions, no luck. All outboxes are empty.

When your try to send, what error do you get? You might need to click on "Tools" on the top right, and click on "Send/receive" to get the error. Try to include the whole error message, because alot of times they will tell you whats wrong.

The host 'smpt.cox.net' could not be found. Please verify that you have entered the server name correctly. Subject 'test' Server: 'smpt.cox.net' Windows Live Mail Error ID: 0x800CCC0D Protocol: SMTP Port: 465 Secure(SSL): Yes Socket Error: 11004 Just got off with Cox live chat, no help. every thing is as it should be according to the Cox web site.

The server should be smTP.cox.net. Think "send mail to people".

Correct the host name to SMTP.COX.NET (lowercase is fine, the caps were to emphasize the correct spelling). SMPT is incorrect. Think of it as Send Mail To People, helps to get it straight when typing it in. SMTP actually stands for Simple Mail Transport Protocol.
