Cable modem flap (resets) for a Phoenician (With Graphs)

I feel like this is a support group on Cox's own Forums.  Hello I am a Cox user and I suffer from multi-day cable flap.

I used to have so little disconnect it never really was a concern for me.  Then disconnects seemed to happen once a week around the beginning of this year not a big enough issue for me to care, I would manually reset the modem before important gaming adventures just to be sure it didn't happen when i couldn't accept a disconnect.  Then mid year it got to two times a day usually during my online adventures slaying dragons with ten other people.  At this point I decided to write a JAVA code to scan the modem status page.  The following graph shows the Signal to Noise (SnR), Download Power (DL Pwr) and (UP Pwr) Upload Power for May, 28 , 2012 each minute recorded 0-1440.

As you can see there is fluctuations prior to a modem flap in the SnR and DL Pwr until final modem reset while SnR is pretty constant. The cable tech came out after I received the standard form letter a couple of times even with me attaching data.  I wish I could say I didn't take it personal, but I did.  Really Cox could get a lot more respect from its customers by not immediately responding with that mocking form letter blaming everything else but the connection to Cox and my modem.  Eventually I got my problem escalated and a Technician came out.

Shown above my Up Pwr levels are pretty high and the line leading into my house was not to code in the tech's opinion.  From his tests he stated my line to the house and in the house was pretty awful so we got a new drop installed following the other utilities from the cable box in the alley.  This new drop line was then routed straight to the AV closet to the modem, besides the first splitter in the cable box on the side of the house there is nothing in my house to cause a signal loss.  The tech said there were possible issues with the neighborhood but thought this should fix anything on my end and maybe I was causing it.

Well I stopped online gaming so my issues with the modem flap wasn't as aggravating we would occasionally have Netflix degrade and/or stop and the PS III would sign out signifying the modem reset.  I thought "whatever they are fixing the issue no big deal".  Well its almost September and I am still getting the drops.  I feel like there is something systemic when I go online to research this problem. 

My current modem signal page registers SnL ~38,  DL Pwr ~ -2 -> +2, and UP Pwr ~38.2.  I have better signal power with the new line on uploads and the same download signal ratios.  Since before this year it was never an issue with my current line and with the new line the signal values while better are not game changing I would say signal strength is not an issue.

I begin to run speed tests during these disconnect times since my power levels are stable.  During the hour drop locations i go to speed test and run.

Results; (Phoenix and LA are my test points on speedtest.net)
During the slow crash my speeds are 4Mb/s download and 12Mb/s upload (Ping is 31ms)
After the crash giving the modem a hour after reset my speeds are then 12Mb/s and 12Mb/s   (Ping is 31ms)

So during this afternoon and evening crash everything is bottle necked?  

So either we have;

Too many users at 10AM-11AM and 8PM-10PM
There is a hardware issue that seem pretty regular
Someone is jacking with our neighborhood service (Speed Hackers) and Cox isn't containing it.

I don't know what it is causing the disconnects but I will not be able to enjoy my gaming if this continues and really I don't need the bandwidth as much as i need consistency.  I am starting here as to avoid the email explaining to me how to reset my modem and to remove all devices from my modem to my computer and test the connection even though the disconnects are in the cable modems logs for both Cox and me to see.
