Are there any future plans to replace the older ARRIS Cornerstone NIU Voice Ports currently in use with eMTAs?
I only ask this question, because I would need to rewire my landline alarm system, if the NIU had to be converted to an eMTA. Which would require work in the attic, since it is winter here in AZ, now would be a good time to make those new drops in the attic.
But if there are no plans, then I will not even bother.
If my NIU ever died, my next door neighbor has one on his home that is not in use, could it be used to replace mine, or would I be forced to get an eMTA?
Thanks.

As I understood it, Arris no longer manufactures those same NIU's so replacement would depend on what your local Cox warehouse has in stock, but in general they are in pretty high demand. Alarm companies continue to insist that eMTA's don't work with alarm panels even though they do. ::le sigh::
As for swapping a NIU, I don't see any technical reason why not. There would need to be some Tier 2 work done in the background, but after that its just like moving a modem. However, i would imagine the procedure at this point is to replace NIU as they fail with eMTA, so unless you were chummy with the local technician, thats probably the way it would go.

We have a small supply of refurbished NIUs in each market for replacement where conditions prohibit conversion. I'm surprised an unused NIU is lying dormant at your neighbor's house. We usually "harvest" those once they're disconnected so they can be reconditioned for reuse or recycled if they're unsalvageable.
