Anyone Else Having Slow Upload Speeds in AZ

I am in Georgia and having the same problem though it's now starting to affect my download speeds as well. We're getting between 0.32 mb/s and 0.77 mb/s upload speeds here in Georgia. It's been really bad since Friday and only reason I even noticed it was because I was trying to use Twitch to stream one of my gaming sessions. I kept having bad problems with that and downloaded the Twitch tool to test my upload speeds to their US servers. Most of them failed and the one or two that did work were around 100 kb/s, very, very slow to almost being nonexistent. Then during that time period Friday morning the modem started resetting. Then seemed to go back to normal. thought maybe Cox was working on something. Nope. Been like this ever since and they are stumped but right now suspect a bad cable or something but I'm now wondering if there could be a bigger problem that's going unnoticed.
