I currently have the Premier package. Is it possible to obtain a static IP address for my modem?

No. You could obtain a SECOND DHCP, but to get a static IP you would need Cox Business service.
Why do you need a static IP? Is it just for a camera system? if so, DDNS may be the way to go.
