If you're subscribed to Cox Preferred HSI or higher then you can connect to any of the Cox Hotspots you're in range of. All you need to do is connect to the Hotspot then log in with your Cox.com username and password.

See here for a map to see if any are close to you.

If you are talking about the over 400,000 WiFi hotspots nationwide available between Cox and CableWiFi first you need to subscribe to Preferred or higher HSI service. See here for the details: http://www.cox.com/residential/support/internet/article.cox?articleId=9012f230-3a58-11e2-6147-000000000000

Like traditional wifi, these hotspots have a range comparable that of the typical home router which is usually up to a few hundred feet.

Think of it like using the wifi at your local Starbucks/McDonalds/Library etc.

Anyone know if bandwidth used on their hotspots counts against your cap?

I'd say no, but none of the pages/FAQs on data usage or Cox hotspots specifically state yes or no, so hopefully a mod can answer that.
