Cox Preferred (up to 50mpbs), Motorola Surfboard SB6141, NetgearN600 WNDR3400v2 router. Called and wrote before with little long-term satisfaction.
I get 30mbps once in a while for a short time, but MOST of the time I either get 2-3mbps or 'limited signal' notifications. Most of the time, my cellphone data rates are a LOT better. Streaming TV buffers all the time, sites take forever to load, it is just not a good signal.
I've turned things off and on, done factory resets, scoured the net for ideas, and nothing seems to work. The most recent time we got good speeds, the 5G band indicator light on the modem did not turn blue like it usually does, but that only lasted a while. I tried to find channels that are not busy, I've enabled the 2.5G and 5G bands in the router, and more.
Any other ideas? I am getting really frustrated.

First thing to do is narrow the issue to your modem or router.:
Connect a computer with gigabit wired Ethernet directly to the modem. Make sure the modem is unplugged and the computer is of when you make the connection. After making the wired connection, power up your modem and wait for it to boot (normal lights). Now boot your computer and run a speed test. If speeds are normal your connection to Cox is ok. Next add the router back in ... Power everything off, connect and power up in this order ... modem ... router ... computer, waiting for each device to complete boot up. Test both a wired and WiFi connection to the router. This should at least tell us where to start looking.
just a note, enabling 5GHz only helps if you have devices capable of using the 5 GHz band and are set to connect to it. There is less interference at the higher frequency so you should get better results.

Sorry for the delay.
Before doing the things you mentioned, I got 10ms ping, 2.37mbps download, and 6.56mbps upload.
The wired results, following the steps outlined, gave me slightly better numbers- 2.56 and 2.62mbps upload and barely better download numbers.
To show how random this can be, the first post test gave me 36mbps upload speed. Half an hour later, uploads were at 0.7mbps and are now back to the 'normal' 2-3mbps.
I would suspect my house wiring, but that does not help explain the random bursts.

One issue that stands out when I look from here is what appears to be noise interference affecting one of the modem's downstream channels. Do you have a GSM based cell phone by chance?

I have to admit that I am not 100% sure. It is a Verizon Moto X 2014 so it's probably a CDMA? What other things could be causing that sort of noise?

I'm thinking you've got signal leaking into the lines somewhere. Our field technicians call this sort of problem ingress. It may help to check around your home to ensure all your coax cabling connections are still hand tight and look for any possible damage to the lines. It might just be time for a technician to come out and troubleshoot further.

Thank you! That was the clue I needed. I traced the cables as best I could, and found that the cable to my modem had 5 cable sections, two splitters, and some couplers on it and some of the cable sections were pretty junky. Yeesh. I had not looked at this stuff since we had first got cable decades ago.
I moved the modem to a line with good cables and only one Cox-provided spitter and now my download speeds are 42-46mbps.
