Cox Gigabit Internet service is too slow!

I routinely get about 300 mb download and 30 mb upload using the Cox speed tool.  When i first changed from the 300 mb service to Gigabit I would routinely get 800-900 download.  Now I get a third of what I pay for.   I'm tempted to pay a third of my bill!!!  There should be some billing credit each month when service dips below 60%.  Doesn't Cox have network engineers?   This just isn't right!!!
