The test was performed through the router. I never had issues until those 3-4 days after superbowl... but just an update, I haven't had any issues for the past 6 days as before. So I figure it worked itself out somehow. Re: Speed close to 0!!! In the morning today speeds were normal. So far the last 3 nights (tried after 8pm) including tonight at this moment 10pm I'm getting extremely slow speeds again. I tried testing repeatedly with OOKLA Speedtest app - every 5th try it might result in ok down or up speed but generally it's terrible or odd like this - even the ads in the app timed out and couldn't load. Re: Speed close to 0!!! Same issue for me past 2 days after SuperBowl in Phoenix/Scottsdale area. Down to 0.2-2.5Mbps. Rebooting everything doesn't help.
