Why was I charged for a service call to residence for a poor signal?

Booster was added to line to improve signal to make more channels that I was already paying for available.

    It is important to discuss potential charges when the technician arrives.  Cox fixes the lines to the house for free.  Anything from the Cox box (on the side of your house) to your computer or tv will result in a charge.  The last I heard it was $75.  If the booster was inside your house, you pay.  Did the booster improve the signal?
