When paired with both my TV and stereo, the power all button doesn't do anything. When paired with TV only it DOES work. When paired with TV and stereo, TV power button only controls the stereo. Stereo is connected only to TV via the optical cable, not to the contour box. Tried multiple codes for TV and stereo. None work for power but do control sound level. Contour box does control channel change.TV is Sharp Aquos. Stereo is Panasonic DVD/Surround sound Stereo. Both are at least 15 years old.
I used that web page to get the entry code for both the TV and the Panasonic Stereo.
I have tried pairing to the panasonic using the auto pairing Ino code) method AND I have tried pairing using the code I got from the web site. Same result.

Same equipment, same procedures...different provider, more cogent steps.
Look for Factory Reset...(XR11)
www.xfinity.com/.../remote-xr2-or-xr5-buttons-do-not-work
Did that under direction of tech support the first day I got the system. No difference. Once I put in the Panasonc code, it overwrites (?) the TV code. ALSO ALL POWER ON BUTTON does NOT work at all - the contour box never shuts off unless I push the on/off button on the top of the contour box.
Some boxes stay powered at all times. Mine, the Samsung XG2v2, stays powered so the remote can't turn it off. Although it also has a Power button on top, I've never used it. I want a huge carbon footprint!
If you have a Solution Store near you, exchange the remote because a lot of this stuff is reissued. If the Store has an entertainment system displayed, ask the rep to pair your old and new remotes to the in-store devices...and then how to Factory Reset.
Some reps are enthusiastic...some not...but at least you can verify if you currently have a faulty remote.
Will do that today... sigh
SOLVED!!!
Sequence that worked -
9-8-1 to reset remote
allowed system to pair to TV - worked as expected
When asked to pair to Panasonic - I let it start (NOT SKIP - that never worked) but did not enter Panasonic when asked what device it was.
While screen asking what sound device I wanted to pair was being displayed, I pressed SETUP button, then entered code from website for my model Panasonic and Pressed OK
Pressed EXIT from setup screen
TV power button turns TV on/off
ALL power button turns both devices on/off! - channel change works. Volume change works!
I assume my contour box does NOT turn off so I set contour box display to off.
Life is good!
Key was never letting system enter its own code - that never worked AND not telling it to skip pairing to sound device - that also never worked!!
Yeah...shouldn't have picked Skip but instead Choose Another Device. Also, if you hold the A key until the LED changes color, it'll take you to the same screen...and then enter your code. If I remember correctly, if the code you entered doesn't fully work, there is another step afterwards allowing you to enter a different code. It's been a while for me.
Another key was using Contour to add another device instead of repeating the Pair procedures with only the remote.
