What is the difference between 8x4 and 16x4. I currently have the DPQ3212 which is 8x4.

8 × 4 would be suitable for 150 Mbps16 × 4 for 300 Mbps32 × 8 for 1 Gbps
These aren't written in stone but an idea of modem to data plan.
Think of downstream channels like lanes on a highway. The more you have, the more traffic you can have before there is congestion(traffic jam). Long story short, the more you have the better, and DOCSIS 3.1 is better then DOCSIS 3.0. I would suggest trading in your DPQ3212 for a TM3402 at a local store.
Also, if a lane is creepy-beepy, the driver can switch to a clearer lane.
