Are there commercial routers with phone jacks compatible with cox voice service. I have the cox rental I would like to replace with one I purchase.

Here is the TM3402, which is the stand alone eMTA(phone modem), which you can get for free. As stated, you would need your own router.
So cox will provide a free modem for phone service and you can buy your own router for internet? You show the tm3402 which has the phone jacks. If I just buy that one I assume it will work with cox phone?

You can't buy it. It's a free lease. But yes, it will work for phone.
