Getting error code 5513 with New Outlook. Outgoing email fails.

Incoming email is fine.

Cannot send outgoing email.

I saw a thread from four months ago, but it was locked without any clue as to resolution.  Tech Support was unable to help as well.

Recommendations?

    There isn't much resolve on this, is there?  I've searched and there are a few reports but no fixes.  I wonder if it just magically fixes itself via certificate updates?

      I read elsewhere that Cox was working to fix this.  Maybe it's a Microsoft issue that'll get repaired with an update.

    I'm having the same issue but I can't revert back to Legacy. It just crashes & can't open. I've been online with Microsoft, Apple (instore too) & Cox.
