Public Hotspot - No Internet Connection

I go to a place for lunch that has a Cox public hotspot. The graph shows full bars for wifi strength but will never connect giving a No Internet Connection error. I was able to connect a month or so ago with no problem. The hotspot is at the intersection of Rittenhouse Road and Ocotillo Road in Queen Creek, AZ. The zip code is 85142. I have tried on multiple devices so it is not my device. Is it possible to reset or troubleshoot the hotspot?
