Horrible Upload and inconsistent internet

Just came across this forum. Don't really know what else to do. Currently in Las Vegas(89106). I've had a total of 6 techs to my house in the past 5 months. My issue still remains. I've had horrible internet speed as a whole and upload will range from 0.8 for a couple days and jump up to 35mbs the next. Connection drops happen in the early morning, afternoon and late night. The first tech swapped out my modem. Second tech saw my horrible speeds but didn't see anything wrong. Third tech said there was major packet loss from the street to my house and put in a ticket for a street crew to fix. The last three techs have seen my horrible internet speeds but say they don't see anything wrong in house or outside at the taps. Suggested it could be packet loss at the node. I'm to the point where I'm just gonna pack up and move. I just downloaded pingplotter and I do see packet loss but I don't know if I'm using the right target. Which one should I be using to better show what's going on? I have the gigablast package, internet only.

pingplotter(should i change to a different target) https://pasteboard.co/JJEvE12.png

Any help would be appreciated.

I would downgrade your internet immediately.  You are just wasting money at this point.  I have similar issues with COX in LV.  Mine is related to oversaturated nodes in my area.  They seem to be intent on just sending techs out to buy time.  I guess it's cheaper for them to do that than actually fix the problem. I have been told that there will be a "major upgrade" in February in my area, but no local techs can confirm this information.

hopefully they do something! I am currently looking for areas here where CenturyLink had their fiber network set up/active. i know parts of Summerlin has it but id need to see for myself.  If Cox would just be honest with the public, they wouldnt need to keep giving people the runaround.
