cox won't let me pay my bill from a foreign location

I am in Japan for an extended stay and Cox won't let me pay my bill.  When I try to log in, it requires the last 4 digits of my SSN and then says they are not the correct digits.  When I try live chat, I get a message to call them by phone which I cannot do from my location.
