Still having the timeout problem. It's nice to know that we're paying a premium to just twist in the wind when services malfunction.

Uninstalled one client and installed another- problems with that. reverted to original and back to square one. Yesterday I was able to correspond via email and today Cox has taken my ability to respond away. I'm finished slashing and burning my own software and settings because Cox doesn't have the minimal decency and consideration for the money garden that is its captive customer base to give a heads up when it's going to alter its services in a manner that renders them useless.
I'm using Thunderbird and got it to work. The trick is to change SMTP encryption to starTLS with port 587. Trying to use port 587 with SSL/TLS does NOT work. Here is a picture of my SMTP settings.
Thank you it worked. Pity the employees who are paid to do this can't seem to come up with anything other than scripted, formulaic answers.
This seems to address the timeout issue though I'm not sure it's the answer to the invalid certificate problem.
