Starting yesterday in the early evening Outlook began repeatedly prompting me for the password for my primary email address. I tried various fixes on the Windows side: Clearing credentials, repairing Office, rebooting, etc. I also verified I can log into the email address via Webmail.
I tried to do a repair on the account in Outlook and Outlook is throwing the following error:
We are having trouble connecting to your account. Verify the settings below and make changes if necessary.
The settings it refers to is simply the email name. I have another email account on the same installation of Outlook and they're both identical as far as email servers and ports. Not that that should matter as the email only started acting up yesterday.
I been having the same problem with Outlook and Gmail. Email still works but every time I boot up I get a error asking me for my password. Is the other account in Outlook @cox.net?
It is. And I just looked at the account in webmail. The last time it got email was at 7pm and I know for a fact emails were sent to that account after that time so I think the account itself is having some kind of problem. The working account gets emails much less often so it is possible it's not working either but I haven't noticed yet.
One thing you can do to isolate the problem is try the problem account in Thunderbird or some other email client program. It might be as simple as deleting the account settings for that account and re-entering them.
I've done that both in credentials manager and in Outlook. As I said, I'm starting to think the account itself is having problems as it hasn't received an email in over 12 hours now, but I know it will have gotten probably a dozen or more in that time.

Can you send yourself a test email from the other account to the problem account? Speaking of sending email, can you send with the problem account even if you haven't been receiving?
PS. Any signs of account compromise or did you recently get a email from Cox talking about such? I have seen talk about a Cox hack starting a couple weeks ago.
I got an immediate bounceback. I didn't even think of sending a test email which makes me feel silly:

That error code seems to be when you try to send more then 100 email messages. I don't know if it's at a time or a overall limit. Do you have a lot of email in your outbox waiting to send? If so, move it to another folder and slowly (10?) send them out.
"The SMTP connection has exceeded the 100 email message threshold and was disconnected." See error codes here.
