Senior internet discount

Why does my internet keep going up and is currently $45.99 and Cox offers no senior SSI discount.. I have called and told it would be cheaper if I bundle. But then it's $99 for TV and internet. How is that cheaper when I'm on Social Security limited income.. I will be moving soon and will probably change to AT&T as they they have the program, Access, Internet that gives seniors on SSI internet for $10
