To repeat myself, I asked if you tried webtop.east.cox.net NOT webmail.east.cox.net. Webtop is the site for Enhanced Webmail which uses flash instead of HTML/Java of Classic Webmail. I find Enhanced Webmail can handle the processing of email headers involved when you have a lot of folders.

I didn't see you specifically ask for a moderator input. This is a general forum, so by default you are asking other user's input. Moderators only respond if you ask them to, or if they have input they feel is helpful.
PS. No offense, but if you know enough to debug with wireshark, why are you using cox.net email? Not exactly the coolest domain around. I personally use Gmail and Inbox and incorporate the few Cox.net addresses I have (mostly for junk mail) as accounts into the Gmail web UI and then use rules to transfer them into specific folders. That way all your email is in one place, you can use IMAP vs HTTP and you have some gmail addresses as your main which isn't attached to your ISP.
