Multiple Outages in Mesa, AZ

Is there something going on in the Mesa, AZ area?  For the past several days, and seven times this past month now, I lose all service right around 5:30-6:00PM, and the famous "outage in your area" message comes up on my profile.  Why so many service outages?  What is being done to prevent these from happening?
