MODEM shows chinese IP, not number provided by COX

i live in New Orleans, not Hong Kong.

under the basic page of my motorola 8600, the address that is "issued by provider" is
IP= 220.168.232.105 (last week), 220.232.168.105 (current)

as the modem is MINE and not a rental, but i dont get to change ANY settings for 150$ kit. this falls on the provider, which is you COX, how is this happening. 
i have been having a massive amount of problems staying connected for the past month. 

how are you going to solve this

    Hi AAstevens, the IP address of your modem begins with 10.xxx.xx.xx. To locate your IP address, use the website Bruce recommended, or open a Command Prompt window on your PC, type in IPCONFIG, and press Enter. -Becky, Cox Support Forums Moderator

      ipconfig will display the private IP address assigned by your router...among other local things.
