2.4Ghz not working

I have a brand new Panoramic Gateway from Cox. The 5Ghz stays on but the 2.4 Ghz will not stay On for more than 3 seconds, even after multiple reboots. 2.4 Ghz is indeed enabled in the Settings. I can't figure this out? What is the fix?
