Why is my internet download speed far from what I am paying for?

I have had Cox Preferred service for a number of years.  I consistently got download speeds of 30+mb and uploads of about 8 mb.  So I just upgraded to Cox Premier service and I now still get download speeds of still 30+mb and upload speeds of about 16+mb.  So Premier service is supposed to provide upload speeds of up to 10 mb and download speeds of up to 150 mb.  Why am I still getting slow download speeds and higher than expected upload speeds?

    Do you know what cable modem you have and have you enabled any QoS on your router?

    My cable modem is the Motorola SB6182, provided by Cox.  They told me I did not need to change it.  I will look and see if I have QoS on my router.

    I set up QoS on my Netgear router but it made no difference.  I think that is because I do not have a bandwidth sharing problem with other users that are downloading movies, or gaming, or stuff like that.  We only use our internet for simple business applications and  downloading and uploading business files like excel files and sometimes pdfs...oh yeah, we also upload and download photos too, but nothing really huge.
