Virtual email account

Can I pay a monthly fee for a virtual email account?  I do not need any internet, phone or cable service.  I want to keep my existing email address as I move away from current address.

    Unfortunately this option is no longer offered. Active Internet service is required in order to maintain a cox.net email address.
