Viewing normal COX programming via internet in another state

We have a COX CONTOUR account while in Arizona and we have a home in Wisconsin.

In WIsconsin we have a CHARTER internet connection no TV.

We can't view normal TV programming while in WI and yet COX informed us that viewing of normal programming would work via internet when we purchased our COX CONTOUR TV/Internet plan from COX.

We can view our STARZ movies.

How can we view our COX normal programming while in Wisconsin?
