Very unstable upload speeds - need solution

I have had 2 techs out to my house to diagnose the issue.

tech 1 said my router was bad. I replaced it.

tech 2 said there is a lot of noise on the node that my connection is on, and a team was working on it, should be IMPROVED by friday the 10th. it hasn't improved. 

I even upgraded my router again and tried testing the connection straight from the modem. I have been waiting months on this to be resolved, and am in dire need of assistance. I could work with a connection ranging from 3000kbs-6000kbs, but the drops to sub 2k and even ZERO? This needs more attention.

Router: Netgear Nighthawk X4S - AC2600

I am connected wired to the router.
