upgraded from 15Mbps to 100Mbps and speeds are now worse

As the title says, I have just recently upgraded my internet services, which it is suppose to be faster, right? Well wrong my speeds are now worse if not the same as they were before I upgraded. 

After talking to several agents today to no avail, they pulled the smooth move of trying to charge me a whooping $75 just to send a technician out to my house who is honestly going to look at the same things as they did and all of a sudden find out the problem.

Has anyone else had this problem and how did you get it fixed? Should I report to the Better Business bureau and switch internet providers? Because this is kind of ridiculous.
