Everything appears to be properly setup from this end however that modem isn't going to give you any speed increase. See this list for modems approved by tier of service:

I was already planning on upgrading my modem to a 24x8 modem, however i think the modem is unlikely to explain a speed decrease. Not to mention other forum members are receiving 200+mbs with the same modem. http://forums.cox.com/forum_home/internet_forum/f/5/t/13007.aspx
Heres the data sheet saying that modem is rating at 320mb/s

This is pretty typical with any modem lacking sufficient capacity for the provisioned speeds. Being an 8x4 modem, it has access to 344Mbps (43Mbps*8) of downstream capacity. Subtract what others on your node are using and you'll basically see whatever is left.
