Upgrade to Ultimate Internet, download speeds decreased.

My order to upgrade to 300mb service from 50mb just completed last night. I was previously speedtesting at 65down/10up. I did a modem reset on cox online internet tools and now I'm receiving 45down/30up. I have the DPC3010 modem. Please advise.

Everything appears to be properly setup from this end however that modem isn't going to give you any speed increase. See this list for modems approved by tier of service:

I was already planning on upgrading my modem to a 24x8 modem, however i think the modem is unlikely to explain a speed decrease. Not to mention other forum members are receiving 200+mbs with the same modem. http://forums.cox.com/forum_home/internet_forum/f/5/t/13007.aspx

Heres the data sheet saying that modem is rating at 320mb/s

This is pretty typical with any modem lacking sufficient capacity for the provisioned speeds. Being an 8x4 modem, it has access to 344Mbps (43Mbps*8) of downstream capacity. Subtract what others on your node are using and you'll basically see whatever is left.
